The film was played between 1980-2000. The time in the film was between 1970 and 1990. He was a man who had a pocket watch that could stop time. There was a phrase that I remember it was: time waits for no man "also remembers that in one scene, a couple to use the clock to freeze time and the COP motorcycle was left alone with a fishing rod and his pants on the floor.
