Best Sound 5.1 system budget?

buying a sound system for my office to watch movies and maybe some games, not want to burn a hole in my pocket and I've seen tons of offers for PA under 100 dollars / euros / pounds, but I have no idea quality / performance. Does anyone have suggestions for brands / models or???

The best I've personally seen is the Pioneer HTS-GS1. The system is designed for the Xbox 360, but can be used for anything. They are a bit difficult to find because they were abandoned in 2007, but you can find them on Ebay and other sites of 80-120 dollars (USD). I saw a few days ago for the brand new 68 million, but the box has been damaged.
