Why do people ask you the time?

I had moments in my life, I havent bothered wearing or buying a wristwatch, but I've never had to ask complete strangers in the street, "Excuse me do you a good time if you please, but some people are very happy to do it forever why not buy them a watch, is it a form of begging, we ask you a free gift of time, to save them from buying a watch

or perhaps we look bork nad they just want to know the time! Perhaps they need to take a bus or something, not see the big problem by asking both
